Virginia Beach Completes Review to Help Maintain Residents’ Discounts on Flood Insurance

Virginia Beach has completed an annual review of its progress toward reducing the City’s vulnerability to flooding and other natural threats. This review is required for annual recertification through the federal program that allows residents and business owners to save 15% on flood insurance premiums.

Because Virginia Beach has maintained its rating as a Class 7 community in the Community Rating System (CRS), Virginia Beach residents and business owners receive the discount on their flood insurance premiums.

CRS is administered by the Federal Emergency Management Agency (FEMA) and managed regionally as the Hampton Roads Hazard Mitigation Plan, which is developed and maintained by the Hampton Roads Planning District Commission (HRPDC).

The Hampton Roads Hazard Mitigation Plan identifies natural threats that Virginia Beach is vulnerable to such as flooding and tropical storms. Mitigation actions in the plan serve as the City’s strategy to limit the likelihood of damage from these threats. The City must complete the recertification process every year to retain its eligibility for CRS participation and the flood insurance discount.

To view the 2025 report, visit the programs and plans section on the Virginia Beach Emergency Management Department website.

The City of Virginia Beach remains committed to helping residents and businesses protect themselves and their properties against flooding. Flood insurance premium discounts through CRS participation is just one of the ways the City works to help everyone have access to flood protection.
