City of Virginia Beach to Break Ground on Major Infrastructure Improvements in ViBe Creative District

The City of Virginia Beach will begin construction in early October on a $43 million infrastructure and streetscape project along the 17th Street/Virginia Beach Boulevard corridor.Ā 

The project will replace aging water, sewer and stormwater systems; add bike lanes; widen sidewalks; and introduce new lighting, landscaping, crosswalks and traffic signals. When complete, the improved corridor will provide safer, more accessible connections between the Virginia Beach Sports Center, the ViBe Creative District, the Oceanfront and nearby businesses.Ā

ā€œThis work is urgently needed,ā€ said Deputy Director of Economic Development Emily Archer. ā€œThe infrastructure here dates back to the late 1930s and 1940s. By investing now, we’re ensuring this vital corridor remains safe, resilient and vibrant for decades to come.ā€Ā

Project Timeline and ClosuresĀ 

Construction will begin the week of Oct. 6 with phased road closures and traffic shifts:Ā 

  • Oct.6-9: Arctic Avenue intersection at 17th Street will be closed for mobilization, water sampling well installation and utility tests.Ā 
  • Oct. 10-24: The Arctic Avenue intersection will reopen. The full block between Pacific Avenue and Arctic Avenue will be closed. Traffic will be detoured via 21st Street and 22nd Street for exploratory activities.Ā 
  • Oct. 27-Dec. 23: The block between Pacific Avenue and Arctic Avenue and the Arctic Avenue intersection will be closed. Traffic will be detoured via 21st Street and 22nd Street for utility installation.Ā 

Businesses along the corridor will remain open throughout construction, and the City encourages residents and visitors to continue supporting them.Ā 

This project is primarily funded through the Tourism Investment Program (TIP) fund.Ā
